He should leverage the mineral wealth to build infrastructure. Health is what DRC needs. There is a lot of chaos and population explosion because DRC hasn't contained diseases like measles and small pox. Put into the mix the crippling EBOLA. Agriculture investments should help DRC use it fast fertile land to commercialize farming. They should start planting tea, coffee and Soya beans

ROADS. ROADS. ROADS. DRC being in middle of rainforest badly need paved roads; otherwise nothing moves;everyting get stuck in the mud. Some place can survive without roads - like northern kenya - or most of kenya - you just worry about dust - but Congo mud - and it rain almost daily - you cannot move.

The problem they don't even do murram or gravel roads. In trucking business I have been given jobs to congo - only the dare devil dare somalis - international roads - you can go for 300kms of mud.

Yes the belgian built railways - it still operational - and still pretty much only means of transport plus airplanes. Otherwise to drive through Congo with a car - even 4WD - is pure madness.

They need to pour murram - at the very least.

Anyway if I was a president of DRC - I would mortage those minerals to chinese - in exchange for infrastructure.

I think Ghana just did that - gave Chinese bauxite - in exchange of infrastructure.

Just value the minerals - let chinese come with their armed forces - and they will pay DRC even 100B dollars - and begin road, power and rail constructions.

Chinese have transformed Angola and Zambia which are also huge messes.
