To end a "slum" is simple. Let me over-simplify:
1. Construct a modern sewage and drainage system covering every inch of the slum;
2. Allow people to connect to it for free;
3. Construct a modern road network;
4. Network stepped down electricity in the entire area
5. Whatever you do, start with a water system. It is best if the water is "free" and reliable
The slum then dies slowly of "natural causes". Houses are renewed and others demolished and modern ones put up by the owners.
Catch: If you fail to extend cleansing, (people centred) security, and maintenance services, all the above will go to waste. I would recommend buying street cleaning machines which would keep the roads open.
All the other things are just meant to MAINTAIN the slum.
