I think they will ask for more consensus, if not multiple option referendum, if not oppose it.

The average Kenya dont want BBI.

It's unpopularity is 80 percent.

Ruto would undo all his hustle movement if he signed on this charade.

I would recommend going for a BIG NO - and issuing strong demand. Not calling for weak kneed consensus.

If BBI was so unpopular Ruto would be relishing the No opportunity- but this watermelon consensus - sijui "consultations" - show his fear of merciless dog beating. As usual he is meeting "150 MPs" - who will be nowhere to be seen when headcount is done. His real following is 60 URP MPs give or take.

Where has Ruto gone yes. It's BBI brigade who bend backward and edited their BBI 2.0 to BBI 3.0. Ruto is going to act like a adult - a leader - and call for consensus. But if that doesnt happen - he will definitely oppose.

In any case its good for him to test run his machinery by opposing this. If Not - he goes into 2022 unaware.

BBI I believe is unpopular with average kenyan.

Kalenjin alone is 60mps. URP of 2013 had 72-78Mps.

If BBI was so unpopular Ruto would be relishing the No opportunity- but this watermelon consensus - sijui "consultations" - show his fear of merciless dog beating. The signature queues are long & winding- despite covid  8) - so your "ground" is usual spin. Even incoherent Giddy is having it easy in Tugen and Maa - presumed No heartlands.

No judge will entertain 40 questions on ballot - Wanjiku and "hustlers" have no bandwidth for that. 2010 was big overhaul- nothing stops Ruto and Ndii from collecting signatures for their own 60-Qstn bill.

About MPs - no need for guesswork: Ruto had 7 senators as they hanged Tharaka dwarf. Talk is cheap.

If signature queues are long; why involve prov administration; why use gov?? That one will kill BBI when evidence is presented in court. Remember 3 bench judge at high court can declare referendum null and void.

2ndly if 78 issues are too much - then it probably too much to ask someone to put Yes or No.

Constitution amendment is not constitutional overhaul. This is where basic structure argument come in.

BBI is fatally wounded - one because their biggest target is Judiciary - and Judiciary are obviously in the NO camp. Unless you think judges are morons and do not understand their self interest...or self preservation.

Already Maraga - the president of judiciary - has said has much and asked Kenyans to reject.

Already Uhuru has rejected 42 judges by acting like an Ombusdman - now he wants a legal cover - and a constitutional one at that - to become the Ombusdman where he reject judges based on unsubstantiated fitina from NIS and god knows where..and worse appoints a Kinoti to snitch and intimidate judges.

Already Judiciary has fatally wounded parliament - by 1) declaring it dissolved -  2) by dismissing 5yrs worth of legislation as null and void unless it passed through the senate. Can a technically dissolved parliament  midwife an amendment to the constitution they are in violation of????????

So BBI is DOA from ab initio.

Ruto has to play smart politics. Some BBI proposals are popular. Like 35%. Some are toxic. He has to try eat his cake and have it.

And that is beauty of MODERN DEMOCRACY. Ammending Cok2010 is like pulling your teeth with pliars. Very hard.  This time round Judiciary and Kenyans are the gate keepers if it passes parliament and MCA. You can bribe MCAS with Ward Fund and CEC - but you need to bribe everyoen.

Issue No of BBI - is Judiciary - Please pray for the same Judiciary to self-immolate. It has happened before :) but mostly when people were dead asleep.

Duale giving 3 options
1) Consensus
2) Corona first - imprudent
3) Referendum - in 2022 inshallah.

1. Strengthen the Judiciary and it's independence
2. Reduce the number of MPs and give IEBC the chance to define the proposed new constituencies
3. Have itemized Referendum, so that Kenyans can vote for various issues not a simplistic "yes or no"
4. Conduct the referendum alongside the general election in 2022 and use the 15bn to revive economy and fight COVID now...
5. Republish the BBI Report to include other views since it's never too late to do the right thing.
It's against the spirit of building bridges to shut the door on a good idea.

Consensus on What (content - outstanding issue on judiciary, bloated gov, equity and gender), Process (Multiple choice plebiscite), and when to hold the referendum.

And looking at social media its a genius move! Remember what worked on Kalonzo doesn't work with Ruto. Ruto has owned the space - explaining why Mutliple Choice is practical, why holding referendum now is insane and why those ammendments are needed.

This is the war for hearts and souls of kenyans. And this Ruto is back on track.

Twitter is distorted by a few twitter noise makes like Grand Mullah, Itumbi, and the likes - it's elitist - you have to summarize your points into 14 words - that take a lot of brainpower :)

I subscribe to many county forums or tribal forums - groups . Those ones have 100K members. And you get a clear view of issues very easily
You get a clear feel of the people issues - a quick Ipsos opinion poll on many issues.

I can tell you Ruto is back - otherwise he was going KAPUT - before today.

Ruto and team ARTICULATED their issues BRILLIANTLY - they were REASONABLE AND CONVINCING.

Ruto explained all that brilliantly. Kenya normally vote in six ballot. And in each ballot there are 10 -15 candidates. People still manage to pick - out of 100 plus candidates.

Now BBI can be broken down into major articles.

1) Judiciary Ombudsman - that is ISSUE NO 1 - vote Yes or No.
2)  CDF - Yes or NO
3)  Prime Minister - Yes or NO
4) 35% to counties - Yes or NO.

This is why it's important to have the referendum law - which also proposed mutlitple questions.

Worldwide show me were referendum is done on 78 issues - where you vote Yes and NO

That only happen if you're OVERHAULING the constitution.

Otherwise each CONCRETE issue should be framed into Yes and NO. That is why Ndii basic structure is also important. You cannot just wreck the constitution making it impossible for anybody to understand it. It reason why BBI is dangerous - create a hybrid mongrel - that is neither here or there - perfect recipe for Executive who have the COERCIVE force of police and army - NOT BY LAW - to rule by MIGHT - not now when Judiciary are helping us.

This is why BBI is just about started...amending Cok2010 sio Mchezo.

Already Prof Kivutha and Nandi-Kericho county - are in supreme court - for decision on that.

In lieu of referendum law that remained suspended.
