The answer - is in the middle - both have to sync - you don't move so fast as a leader - you don't move so slow either - otherwise what business as a leader are you.

It's symbiotic loop. People are not just robots (well Luos have been emasculated to be one) they need to feel consulted at most - there has to be convincing people that this right direction.

And that is what we call politics.

When you're making MOASS - you need to be aware of suck fake data. For example - Raila in 2013 - had 5 Kalenjin ministers, maybe 10 ass ministers and maybe another 10 mps. Ruto had Duale, keter and kutuny :). But if you check MOAS right from even 2012 - you'll see Raila figures at best were 7-5%. If they were not there - Raila would have got 2% - all they contributed was 3%. I got into long arguments about xyz - but as always I was right. For kalenjin I can never go wrong...those I hit bull eyes...like Bomet 89% thanks to Ruto NASA.

Why - because those ministers, ass ministers and gov functionaries - were in there for their own self interest - noise data.

Now GEMA is big debate until 2022 August. Be wary of corrupted data. You can buy all Muranga Mps - but you can lose people. Last election for example - GEMA kicked out 90% of the Mps - if you had study the corrupted data - you'd have lost.

This one promises to be even more dramatic :) - the leaders and mashinani are total variance.

Today you can go to parliament and buy all leaders - but you'll not become PORK. Maybe Prime Minister in a parliamentary syste. Which is why Kenyans reject such systems.
