INCLUSION
-non-executive prime minister appointed/fired by PORK from largest party/coalition. Approved by majority. Leader of govt business. Matiang’i/Duale combo
-2 DPMs appointed/fired by PORK from cabinet. Supervised by PM
-Cabinet still appointed/fired by PORK with MPs approval. Supervised by PM
-PORK run-up to be Leader of Opposition with shadow cabinet

GOVT STRUCTURE
-parliamentary-presidential hybrid- D/PM are MPs. CS can be MPs (upto PORK)
-official opposition is back

DEVOLUTION
-revenue increased to 35%
-more functions to be devolved to balance expenditure
-Senate, Devolution ministry, CoG to discuss functions to be devolved (within 1 year of BBI)
-Ward Development Fund to be 5% of county revenue. Senate to pass WDF laws (within 1 year of BBI)
-DG to have CEC portfolio

NAIROBI FEDERAL CITY
-NMS to be formalized by parliament (within 1 year of BBI passage)

GENDER
-male-female governor ticket
-2 male-female senators per county. No nominated women senators. Total 94 senators
-70 nominated (female, disabled, marginalized) MPs nominated by party total votes (not seats) ratio. Women Rep scrapped. Total 360 MPs
(female senators + MPs ~ 25% :- rationale is at least 8% will be elected)
-MCAs to be nominated by party votes ratio as well (not elected seats)
-party lists (for nominated) will be supervised/approved by IEBC/RPP to ensure integrity (enforce chapter 6, avoid nepotism/corruption)
-parties will be financed by Treasury with a parameter of gender promotion
-IEBC will enforce gender by reducing/waiving nomination fees for women

PARLIAMENT
-Senate is (almost) equal house and not restricted to county bills. Can originate and must co-pass all NA bills
-Senate will still have exclusive jurisdiction on county-only matters e.g. revenue formula

MPs - 1M1V
-some vague stuff about MP constituency to be as close to headcount quotas as possible
-IEBC to have leeway on changes

JUDICIARY
-Judicial Ombudsman to be member of JSC appointed by PORK approved by MPs. Role is deal with discipline of judges and recommend action to JSC. Must have SCORK judge qualifications. 5-10 years tenure

ELECTION APPEALS
-PORK appeal to be filed within 30 days (from current 14)
-non-PORK appeals will start in high court but end at CoA (and not escalate to SCORK to avoid overload)

INTEGRITY
-graft cases to be dealt within 1 year
-SRC to have more powers over MP salaries, public service consultant salaries
-CoB to have more powers, duties of public projects. Can block funds over integrity, inefficiency, wastage

YOUTH
-National Youth Commission to be in katiba. Promote and produce youth report every year to PORK and media
-HELB loans to be paid 4 years AFTER getting job. No job no paying
-7 year tax holiday for youth MSME
-NYC to supervise/coordinate industrial hubs for MSME (with youth bias) - one hub per county or region
-30% of county jobs to go to youth, women, PWD, minorities

POLICE
-Naitonal Police Council - to complete police reforms that Kavuludi failed to complete
-NPC supervises cops and chaired by CS interior. NPSC scrapped
-some vague mumbo jumbo about police independence (shingo upande)

HEALTH
-National Health Commission to be new "TSC" for medical affairs
-NHC to include MoH, medic union, CoG reps

IMPLEMENTATION
-executive, parliamentary changes at next election
-referendum bill to take popular route - 1M signatures, 24 counties, parliament, referendum
-other legal issues (new or modified laws) to be done by parliament 1-2 years after BBI passage
