Uhuru So Paranoid With BBI - Now Trying to Control IEBC

In the last few days Uhuru has appointed former IEBC commissioners in Ambassadorial positions former IEBC secretariat members James Muhati & Immaculate Kassait   to Huduma Number CEO &  data commissioner respectively   

Seems Uhuru is on a journey to remove any hurdles which might hinder BBI -Well he can make all the changes , intimidate MCAs and MPs but when it comes to people deciding he will be left scratching his head .

MPs have opened a window for President Uhuru Kenyatta and ODM leader Raila Odinga to take control of the Independent Electoral and Boundaries Commission (IEBC) ahead of the 2022 elections and a possible referendum next year.

On Thursday evening, just before the legislators broke off for recess, they passed the IEBC (Amendment)(No 3) Bill 2019, which gives the Parliamentary Service Commission (PSC) majority four slots in the seven-member panel to appoint electoral commissioners. This effectively places the process in the firm grip of the two Handshake partners.


The Bill will now proceed to the president for assent, setting the stage for the appointment of new commissioners to replace those who resigned in the wake of the contested 2017 elections.

They are Consolata Maina, Margaret Mwachanya, Paul Kurgat and Roselyne Akombe.

The electoral body currently has three commissioners – Chairman Wafula Chebukati, Boya Molu and Abdi Guliye. 

National Assembly Justice and Legal Affairs Committee Chairman Muturi Kigano said the Bill, once signed by the president, into law will clear the way for a referendum and cushion the country against a constitutional crisis.

PSC Ruto has 3 -  Aoron Cheruiyot, Aisha and Chepkonga - and I believe Naomi Shaban. I think Ben Momanyi left for Matiangi. Otherwise it would be 50-50 assuming Uhuru was in total agreement with Raila - which doubt.

In any case this is still better than ODM proposal for parties to nominate commissioners.  At least there will be semblance of interviews and vetting.

We would have 2007 scenario where Martha collect nondescript parties - and pretended commissioners who subsequently rigged 2007 were party nominated.

Mobutu is being walloped again. PSC will forward 4 members to IEBC appointment panel - obviously they will be Handshake crew not Chepkonga. It is not the PSC itself doing the appointments. Of course Noway would call it desperattion - actually it's only a chess move.

Still better than political parties nominating. There will be semblance of interviews and any dirtybag will be exposed during vetting. For Ruto assuming he doesn't have control - I think he probably has - he needs to ensure those appointed are vetted, background checked and all that.

In any case I believe our elections are becoming difficult to rig. The Maini Kia rulling that polling station is the FINAL tallying center killed any attempt to manage and control things from Nairobi.

So IEBC commissioners in Nairobi are useless. The battle is in 50,000 polling stations. There you need a robust system that can detect, document and flag any rigging. You need a well organized agent recruitment and management system  - this is where Chirchir comes in - to develop such a system - backed by 24hours call center. The agents need to transmit all sort of information every hour or 30 mins.....

That is where the game is - Nairobi will watch the results stream - and from 5 pm when polls close - it will be over by 9 pm the same day.
