Those % are really peddled by stupid people. Parliament makes the budget. They consider all gov proposals and functions. You cannot get 40% while national gov is executing 80% of all the functions.
You can only get 40% if you take education - and pay teachers. Education alone take 30%.
So we need to look into functions - and the money - will follow the functions.
Counties should be asking for more responsibilities or functions - so they can get more money
For example Counties can take part of education budget - infrastructure - from CDF (illegal thing).
Counties have 17 functions - while National Gov has 47 I reckon functions.
To get to 40 - counties will have to take more functions - including teachers, maybe paying for local police (APS), take over KERRA and KURA.
True counties need to identify their strength and areas where they can create revenue and this should form their pool for the recuring expenditure.
Railas propasal for 40% of national revenue to trickle down to counties is shortsighted, where will government get money to pay state officials boost defence , seeks and pay loans etc
If we go Railas way in 5 years time we would make rich county government officials and then be attacked by hostile neighbours and guess who will be negotiating with the hostile neighbours the same county government officials
