And it seems the police department has that subculture.  Everywhere in the US.  But the laws are also written to make it ridiculously easy for the cops to get away with anything on the flimsiest grounds.  In practice, that basically boils down to a licence to kill.  And the easiest person to kill and get away with it is a black man.
