Aren't you getting North Eastern and Lamu mixed up?  It seems to me that Lamu has just more recently become dangerous.  Especially after Kenya sent the military into Somalia.

No both. Lamu had it own bandits mostly from Somali. My dad tells me anytime he would work there he had to get escorts by then provincial admin security especially driving in some areas.
