What is Wrong With Kaparo

Al Shabaab killed people in Mpeketoni. They came from Somalia killed people, hid in the forest and killed some more and then left via the same forest back home.

So why would Kaparo send hundreds of people to Mpeketoni to "reconcile" people who have no conflict with each other? Is this part of the same narrative to get "evidence" to back Uhuru's mistaken statements blaming the wrong people? This is how you educate people to start fighting. Kaparo is prescribing anti-Cholera drugs to healthy people!

What is Kaparo here? Has he been given a role? last time i checked he was the chairman of URP.

He had some credits remaining on his Check Off Card to public jobs so he was given Mzalendo Kibunjia's former job
