I don't think riggers will care about rigging data about water or toilets. I am talking raw population figures. It's improbable that Mutua will go around falsfying data about 30 plus socio-economic indicators that census are collecting.

Any data that will be key-in - after 24/25th - will be suspect. I am sure someone will have known based on the tablets syncing how the figures look like.

Alas there seems to be nothing that cannot be put up for sale in Kenya.  Including fudging numbers.  Tech, which was meant to facilitate things, has only facilitated the corrupt side of things.

When you contumaciously refuse(at the risk of contempt of court) to permit access to those controls it's possible  .

Still shouting about the servers held in France. The data was released in logs. Then ODM wanted to inspect the servers. There are many controls at polling stations to prevent brazen rigging. Where rigging use to happen was Kibaki withholding const tallies and inflating them. That is now not possible because every polling station sends their results to Nairobi as soon as possible. We know the election results in first night. Making polling stations the final tallying center pretty much settled the rigging....it's so granular it's nearly impossible to rig in any scale. Max votes in a polling station is 500.

If rigging happen in servers....you have the manually filled and uploaded forms from polling stations....to compare with. You've got agents with their copies. You have parallel tallying systems by parties...using simple USSD apps.

Nobody has demonstrated how 2013 or 2017 were rigged. Just Raila & his supporters refusing to accept the outcome. The outcome that tribal models like MOASS predicted to the dot. Outcomes that are reflected in parliamentary, senate,MCA and governorship election.
