If that is Ruto's current card, he might as well call a truce and ask that he at least be let to walk away with his loot.  I think you overestimate this card.  I don't think Uhuru cares.  And of course, arrows and guns is not a contest(day or night).  Nothing to gain for Hustler taking his people to a slaughterhouse.  Everything to lose.  Nobody else outside Kalenjin as far as I can tell has bought into kill the GEMA civilians trope.

Whoever has more to lose blinks first. For nearly 10yrs now - Ruto has been loyal and subservient to Uhuru because he stood to lose the most...but as Uhuru term ends...that equation will have to change. Uhuru by 2021 will really be lame-duck - he won't be able to threaten anyone with a year to his retirement. 2022 is election year starting from Jan when nominations & campaign will be full steam. 2019 the census year. Next year will be boundary review and IEBC year - and possibly constitutional change. It also appears Supreme Court is about as good as finished.

Time is running out for Raila to pull a rabbit out of his bag. Time is running out for Uhuru to nail his legacy.

By sponsoring impeachment (if it fails) they can claim they fought graft but the cartels of Jubilee ganged up again and retreated to their usual unity in graft. If they manage to pull it off its even better. Orengo might even be appointed DP to replace Ruto, though the more likely replacement is Gideon.
