The institution need more rethinking. It better if ICC was part of UN system.

ICC is already part of the UN system and not part of EU as you are stating here. Just because the US is not part of it ICC does not automatically mean the ICC is then part of EU.
Ggabo is a war criminal and just because his case was not proven in court does not mean he did not commit crimes against humanity. Look at our case in Kenya and the criminals still walking free in Kenya and even chest thumping.

The idea of ICC is noble.  Even with its shortcomings, I still think it is needed.  Yes, there are questions about why nobody in the West is tried there.  But for the most part the West just happens to have a better human rights record post world war 2.  That's not to say it won't change, but Africa is where people are being systematically harmed in vicious ways. 

The world has become inured to African savagery and that is bad news.  ICC is the only thing standing in the way of full scale genocides in quite a few places.

Not only US, Russia and many powerful countries will never allow ICC to deal with their citizens or friends. So this imperial court. It great idea to stop Rwanda or Kenya genocide from happening. But if it was UN body where everyone subscribed to - then it would have much more teeth, credibility and it won't appear like a court for Africans.

UN has it's tribunal. ICC is not part of it. All these tribunals need to be collapse and ICC made permanent UN COURT for dealing with international crimes.
