Don't underestimate Ruto loot. SGR annually is mere 70-80B budget wise and Uhuru is making maybe 8B out of it. And because he is too lazy to follow other deals - Ruto is left with nearly 20B dollars budget to skim 10%. Ruto has been following all sort of deals - gov and private - because he understands that gov is big animal.

Ruto basically owns nearly something in nearly all corners of kenya :) I believe the stories that when Uhuru got NIS dossier on Ruto wealth - he went beserk - it call envy - the same envy and jealous Raila has of Ruto. They all cannot believe this simple bible thumping nobody can be better than them...only for reality to hit them that Ruto is sub-marine like Moi.

Uhuru cannot envy Ruto's loot. His and the Kenyatta family's loot is unmatched in Kenya. 55 years of looting compared to Ruto's 15 is not a joke. Btw, Kenyatta family busy building 500B Northlands in Kiambu. Compare this with Ruto's enroaching the beach with that ugly hotel in Mombasa.

The problem all kenyatta wealth are owned by Mama Ngina thro ENKE(ENtire KEnyatta) and Uhuru had to go beg his mother. I think Brookside is their only thing with Muhoho. SGR is probably is first real billion. Whatever Ruto has - he owns it. Whatever Uhuru had was Mama Nginas...and SGR was clean deal he stole from wheeler-dealer now financing Raila.
Chinese cannot pay before it signed. Uhuru will get his 10% as the money is released.

I am not sure what Ruto owns - but it substantial. Of course nobody can come close to wealth of Kenyatta - maybe the Mois.

The $4b from Naivasha to Kisumu is enough to zero rate capital goods as an incentive to help grow manufacturing. That amount can also be used to increase productivity in agriculture . But the price has to make his money. Does any of this loans need parliament approval?

Ofcourse you disagree. The loan isn't a grant is it? There's empirical evidence to show that when taxes are cut KRA end up collecting more money. Since its not a grant at best its a  deffered repayment. Multiplier effect of government spending doesn't beat private sector spending in any economy. $4b can be borrowed in international market and principal repayment to be arranged to mirror what the Chinese are offering.

I think we need infrastructure first. No serious manufacturing can happen without a railway. We don't need band-aids. We are fixing this in serious way. You cannot thrive when it transport cost is 2-3 times the world average, electricity cost the same - even if we gave you all the incentives.

Only IMF and WB can compete with Chinese on such kind of loans...but IMF & WB will not give us even 1/4 of that and they will demand a pound of our flesh before they even do that.

Obviously you believe in build it and they'll come. That hasn't work for electricity. We have emphasized connectivity instead of lowering rates first. Infrastructure binge built on huge budget deficit hampers the private growth. Eventually you end up with idle or underutilized infrastructure since there's not enough private sector activity. That's what we're staring at.

You are forgetting the small matter of hefty insurance on those loans.   By the time you whack that on, the loans are way more expensive than what might be obtained from IMF and WB.   The insurance also means that the Chinese always win, regardless of whether anything is a "doubtful venture" or not.

There's a major difference between actual lowering of cost and subsidizing. Subsidizing means someone else is taking up the cost, in our case taxpayers.
