I don't think the constitution allows her to declare anything much beyond her opinion.  But the constitution does not allow rigging either and it has been succesfully used before, so there is that.  It's jungle law and whoever makes their version stick wins.  That's what's up.

Ouru was handed a democratic country with the most progressive constitution in  the entire Africa  and a the happiest citizens.  In less than five years he has turned it into the most corrupt, the most tribally divided country, the hungriest and angriest citizens and is now almost eager to be installed as a dictator thinking he will do better. His mother and brother were eager to get rid of them because he could not manage the family business and financed his presidential campaign. They thought they were smart, now he is bringing down the economy of the entire country which includes a huge chunk of the family business. Luckily the family has moved Billions into Middle East just incase they have to leave in a hurry.  He even bungled arap mashamba's chances of ever being president after he burned all his bridges believing he owned Kikuyu vote.  Kikuyus will drop him like a hot potatoes once everything goes south.
