Omollo what you do not get is..where will you lay sewers, roads, electricity? The land need to surveyed and tiled..with portions removed for roads,sewer and wayleaves.

So the first step is to for gov to give up the land. Right now it gov land...grabbed by citizens.

The gov will then decide who to issue the title to the land....i would suggest they give it to all slum dwellers...and after that move in and erect peacons....

And then start building the roads and the sewers...

2. The mistake made is to imagine one can put up high quality houses in a slum and they would be any different. If you look at the architectural history of Kibera, it has been "improving" with time without ever ceasing to be a slum. Form grass thatched houses to mabati and now bricks and blocks. Yet it remains a slum.

Actually Pundit, the roads are well marked out and planned for the entire Nairobi. That is the tricky part. You need the political will power to force those roads through.

Stage one is sensitization where you call all those affected or to be affected to meetings and impress on them the need for the roads. Stage two is to let the politicians and other busy bodies know all this (above) plus that there is no option to it
Stage Three is to swing in to action with or without their support and construct the infrastructure.

It is NOT easy and will never be easy. There will be opposition from NGOs and politicians. But you move on and do it and that fizzles. You know estates like Umoja etc were only put up after bulldozers went in to clear the shanties. That is archaic.

Surveying land and issuing titles can go on now or later. It wont stop you. There are roads and other amenities in areas that have no titles issued. The Key is using city physical planning maps that clearly show the room for the said infrastructure.

Note that a place like Kayole has ALL the roads tarmacked. The only problem is that they are all under mud. Why? because failure to use modern methods of street cleaning and to maintain the drainage.

For now I believe it is GoK or Nairobi County. I have no idea. But the infrastructure has been planned for many years ago.

Kidero can build soviet style high rises and rent them to the current tenants. Am sure they pay rent. Land will belong to county. Or even better contract a private developer lease the land and build apts at a min fee.
