This list must have been assembled through harambee effort or the one I am talking about is still in the making. I can state here that these people will meet the same fate the Kibaki APs met around the country. The IEBC can choose to diversify its staff and the deploy using a ballot system or allow Chiloba to bring a list from Ruto's office and pay the price.

Chiloba & chairman are Bukusu. Last time you had sworn Raila loyalist Major Oswago as CEO and that didn't help. IEBC has shifted ROs all over. If Kalenjin ended up in western then surely Luhyas ended up in Rift valley.

Let us have the whole list of 290 Returning Officers and their deputies published as promised by IEBC.

The best way to beat jubilee trickery is crowdsource investigation and reporting.
IEBC release the list R.O and we put the list out there for people to dig out each and every R.O information not limited to deep dive
Same case with voter register let the crowd vet the register for any anomalies found set a reward.

How long will you keep believing tribesmen are put in place to help their own tribesmen? You said Oswago should have rigged in Raila? So I thought now that Chiloba is not a Luo, you would drop the line. No, you haven't. Like most Kikuyus who have never gone beyond Nakuru, you believe all Luos and Luhyas are just the same, don't you. So you are saying Chiloba is in the IEBC to rig the elections for NASA/ Raila?

People get public jobs to perform in accordance with existing laws and regulations.

I am however quite aware that you were a strong proponent of the exclusive 50:50 between Kalenjins and Kikuyus over all civil service jobs. You have cheered it nonstop and feel it should be renewed for another 15 years. That is your mindset.

Again it does not mean a Luhya NIS operative is working for or loyal to NASA. The list if tribal. We went looking for NIS operatives in the list and stumbled on tribalism.

Count how many Kikuyus and Kalenjins are on it and swear that it is fair.

Oswago from bondo couldn't help Raila. I believe rigging that happens will happen mainly at polling station level.

Did you expect Oswago to rig the elections in Raila's favor?

Raila has made it clear he is against any kind of rigging even in his favor. NASA wants free and fair elections where the real winner - that is the person chosen by voters - is known.

Stuffing Kalenjins and Kikuyus in the IEBC is the hope that they will "help" Ruto and Uhuru will not work this time.

You're a study of contradiction. One minute it doesn't matter the tribe; next you want people to kill kalenjin and kikuyu returning officers :)

It is not my fault that you are unable to comprehend such a simple idea. So let me try one more time and failing I just give up. I may yet return to a lecture theatre or classroom.

I make no apologies about my position that if the tribal list is maintained, wanainchi should take action to stop bias before it happens:

1. You insinuated that Raila placed Oswago in the IEBC so that he could rig him in to office. In your mind Oswago was hired for only one purpose and that was to rig Raila in to the Presidency. You express disappointment (shingo upande) that he did not do that. In fact you mock Raila on that point or is it Oswago?

2. You indicated that you expected Oswago to rig in Raila because they are both Luos and come from Siaya!

3. I pointed out to you that Raila has clearly stated that he was not interested in being rigged into any office - not by Oswago and not by any person. Raila has been and remains an advocate of free and fair elections - not rigging!

4. I have consistently questioned your belief (taken for granted and uttered in a matter-of-factly manner) that because Oswago is a Luo you expected him to rig in Raila. It is your beliefs on trial. Raila has opposed those beliefs and at no time was involved in the hiring of Oswago and certainly not so that he could be rigged in.

5. You should explain this strange expectations you have of Oswago. Does it mean that Kalenjins wherever they are hired in the public service have an obligation to help kalenjins regardless of the law?

6.  On a different issue of IEBC violating chapter 250(4) which states:

Quote
Appointments to commissions and independent offices shall take into account the national values mentioned in Article 10, and the principle that the composition of the commissions and offices, taken as a whole, shall reflect the regional and ethnic diversity of the people of Kenya.
(see Chapter ten quoted below) It is upto the IEBC to explain why it has chosen to hire only Kikuyus and kalenjins.

7. Obviously with the beliefs you express about expecting tribesmen to rig in fellow tribesmen and you being the voice and image of Ruto and Jubilee, it makes me wonder!

Note that the list is authentic:

Quote
Now The IEBC has hired an all Kalenjin - Kikuyu team to run elections in NASA zones.
You're a study of contradiction. One minute it doesn't matter the tribe; next you want people to kill kalenjin and kikuyu returning officers :)

Let us have the whole list. Otherwise I agree with thorough vetting if the ROs will be announcing final results.

Of course the "ruling tribes" are over-represented.  This is Kenya.  I still think the key is making sure the results at the polling stations are the ones that actually make up the final tally.

I would worry about ballots, making sure those show up on time, that they are enough, and that kind of thing more than what tribe these guys are.  I don't think an RO will risk his life rigging in Bondo just because he is Kikuyu or Kalenjin.  They should worry about if they can be allowed to record the goings on at the relevant polling stations on video, ideally on something like a CCTV setup.

NASA will not be the good guy and allow a known murderer to shave under the neck over the adam's apple with a sharp blade.

The purpose of this violation is as clear as daylight. URP people would never allow it to happen under President Raila.

I have studied how KANU used to rig elections in the 80s and 90s using DCs. I have interviewed many retired DCs who rigged for Moi in the 80s and 90s. Many of them are old, sick and beaten, perhaps overburdened with guilt over their past misdeeds. I spoke to a former PC who helped Kenyatta and Mboya rig elections in 1966.

I can assure you that we have stumbled on the formula of death!

I get that.  It would be dumb for anyone to think Jubilee has no plans to rig.  While NASA can go after any and all angles, I was thinking that given the limited resources, they should focus on those areas.

It is a nationwide rigging plan. They can no longer inflate figures above the 100% limit. That is because we reduced polling station sizes to 500 though they came back to parliament recently and amended it to 700. We are worried about fake polling stations.

So they seek to plant these NIS trained riggers in strategic places mostly in far flung areas where their activities would go unnoticed. The aim of the ones in NASA areas is to depress the vote by understating the figures and doing it as early as possible so they can have the freedom to bring in doctored results from RV and Central.

So given such circumstances, where do you concentrate?

The IEBC has tried to post what it calls the real names. However it confirms what was already known.

They posted this link: https://www.iebc.or.ke/uploads/resources/

and within minutes blocked it.

They pretty much confirmed the list of ROs that is published here. NASA is gone to court to have it nullified.
