Nobody - even Pundit - can say Uhuru has been strong on implementing the constitution or even seeking to improve it. His overriding desire has shown in the many attempts to either break it, subjugate it or pretend it does not exist. Some of these have been challenged in court others remain intact out of fear the so called Supreme court would sanction them and the illegalities thereof.
NASA is based on common sacrifice with one objective - to get rid of Uhuru and Uhuruism. The former is simple but the latter will involve a lot of hard work.
Charles Keter was a senator of the Kericho Delegation to the Kenya Parliament. Uhuru appointed minister and he relinquished his position to become senator. The same happened with Nkaissery and Dan Kazungu.
NASA can do the same. Article 132(2) allows the president to appoint CSs. 152.(1)(d) gives him a free hand which ministries to create as long as they are not less than 14 and not more than 22.
Back to what I meant to say: There is no need for one to resign his elected position as governor or MP. Provisions should be in place for the same person to seek leave of absence from the said position and be replaced by a stand-in for as long as he serves in the executive arm.
I have discussed this before while addressing the issue of by-elections which are wasteful and purport to renew mandates already given and unexpired. An MP (other than an Independent ) shares his / her mandate with the party that sponsored him / her.
