Well, I was thinking that ammending the charter provisions would require the agreement of each state-party--200 members, because the charter is afterall just a treaty, a different situation might give rise to complicated bilateral relationships in between the parties. But apparently they can amend with a super-majority, which can still be vetoed by the p5, still near impossible to get that majority of 130 plus members methinks when it comes to identifying the new permanent members. They would have to pose no threat at all to significant blocks or any of the 5. This means India is out, Pakistan will probably be able to lobby all muslim nations against it unless it is also included, and some p5 members may not want Pakistan there. Germany, it is said here will stand no chance with the UK. Maybe Japan (is China cool with that?) and non-influential countries have a chance. Must be a reason why this hasn't been done in over 60 years and we have the same 5. Agreement may seem easy to achieve as regards adding slots, even if the 5 agreed, but when it comes down to identifying new occuppiers of the additional slots, present politics/interests/alignments might make things just impossible.
