The newspaper is quoting Uhuru Kenyatta. It is his opinion on how he wants petroleum revenues shared. Uhuru Kenyatta is one man in a country of nearly 49 million.

That said let us look at the issues he raises:

"the inequitable distribution of resources": As of now Turkana is the victim of decades of inequitable distribution. It is too early to speak of a scenario  that might not occur for 100 years. In event that inequality were to happen, it would be the role of parliament to take steps to rectify it in line with the provisions of the constitution. It falls out of the normal duties of the President to dictate the distribution of resources.
"the implementation of the (percentages set by Parliament) shall pose the challenge of the inequitable distribution of resources": At the end of the day, this is a natural resource that must first and foremost benefit the locals most. Uhuru Kenyatta does not spell out how monies to the local community under a law of equal strength to the one he is referring to would amount to a violation. Neither have you.
" beyond their absorption capacities": I would like to repeat for the 7th time: What is the absorption capacity of Turkana? Please share with me how Uhuru arrived at that. What is the Absorption Capacity of Kiambu? Or Coffee Farmers in General?

I am glad that you acknowledge that Uhuru Kenyatta used his memo to legislate contrary to his public LIE in Turkana that he does not legislate.

The county should get the majority of the revenue from oil if not all.  Turkana has not received any attention from the center for over half a century.

Here is the memo Uhuru Kenyatta sent to Parliament where he basically vetoed the 10% revenue share to the Turkana and replaced it with 5%. He recently stood before the Turkana and on live TV declared that he "does not legislate" and that all he does is to sign laws.

I insist that Uhuru Kenyatta LIED and here is the proof (below). It is this assertion that got Jubilee sycophants rattled as immediately I wrote it, it found its way on to twitter where Uhuru was massively pilloried for the LIE:

Oil rich Middle Eastern countries don't seem to suffer the same curse.  Why is this the case given that those sheikhs after all also enrich themselves personally from the oil?  Is it that Africans stubbornly refuse to invest in the local communities where the resources are found?

PS: Robina, I know your answer, and disagree that it has something to do with average IQ.

Though this divert me from the core subject: Termie which of those countries has any semblance of democracy. Let us define democracy from a bare bones perspective: The holding of regular elections. When is the last time Saudis and Kuwaitis elected their executive? I am aware there are monarchies which should make my statement oxymoronic, however there is a monarchy in Britain and Norway (two oil producing countries if you will).

I have always been of the view that the definition of democracy must be further tightened.
