Uhuru has not used his office as a weapon against corruption. He can enact emergency laws but has he done anything except talk?
He can enact tougher laws that includes ethics reform.
Any civil service should not own any company directly of indirectly.
Any member of public who reports such a conflict and its proven will get 10% of the loot.
But he won't because he know he and Ruto and Mpigs benefit directly and indirectly.
MEANWHILE, Nairobi county can't ACCOUNT FOR 20 BILLION WHILE SCHOOLS ARE WITHOUT BASIC SUPPLIES. Kenyatta has promoted thieving to a new level.
It's easy to blame Kenyatta but the truth is, with the enactment of the new constitution of 2010, corruption was destined to become much worse. More (stolen) funds would be needed to feed the massively expanded political class, for example Nairobi county and the MCA's. Now spread this out to the other 46 counties and you'll see how i.e. governors and their deputies are forced to steal ever more funds to secure their positions.
Now add more MP's and looted CDF funds, among other avenues of corruption, expanded committees, cutting deals, etc.
It's a tragedy.
The Kenyan political power structure as currently constituted is not able to do anything whatsoever against corruption, no matter how hard the SH occupant tries.
Let's try a little thought experiment: Raila wins as PORK in 2017 and wants to rid government of all corruption.
Now, to get where he is i.e. PORK, RAO relied on the support of, among very many others, Joho and Muthama. Joho and Muthama desperately want to recoup the bucks they spent making RAO PORK, plus a substantial amount of interest . So here they are, in a country with very limited opportunities to make serious money, with underlings under them yammering for the promised manna (tenders). Joho and Muthama simply don't know of any other means of making money. They're not industrialists nor bankers, nor astute businessmen nor our Kenyan version of Bill Gates. The only way they know how to make money is through illegal means. And they want payback fast, for themselves and to appease their underlings.
Without giving into these thieving supporters, RAO would quickly be just a lonely old man sitting all alone in SH, with no clout, biding his time until the inevitable impeachment...along with any governor who would be stupid enough to stop MCA's from feasting.
The cycle continues, just like in 2003 after Kibaki took over.
