KDF shops bodies for a small group of the eating class.  Give them basic training, a gun and ship them out.  They also get the largest military budget in East and Central Africa and the entire horn of Africa.  And they will not account for a penny of it to parliament or anybody else.  And there is little to show for it.  In terms of materiel, training etc. 

You have to assume at least more than a third goes into private accounts, given that they don't even have to account for it.  I still remember this captured soldier in El Adde complaining about their money for taking part in AMISOM.  It was a sorry sight.  He may not have realized it, but he was just cannon fodder to fill someone else's pockets.
