I'd put more on fiscal responsibility to encourage counties who are prudent.

Central govt should not just hand money, they should demand receipts and and audit every receipt. Those that do not match are thrown out and county credited as owing the central govt.

I'd put more on fiscal responsibility to encourage counties who are prudent.

The reason every senator wants to be governor is the laxity of financial management laws.

This is the new formula for sharing REVENUE allocated to counties. One column shows the old formula value and another the new one. There are minor changes you may think but these represent huge sums. For instance poverty levels will no longer account for 20%. That is now down to 18%

 I'd add a percentage of taxes generated from the counties. That's each county to keep a percentage of taxes generated from that county. That way we start moving to federalism.

Precisely. KRA should be compelled to indicate the source of every tax. They've I-tax database and can dis-segregate most of the data.
