I got this link and found it very interesting. I would advise scrolling up to the beginning:

https://books.google.no/books?id=2MtmPrgsILoC&pg=PT8&lpg=PT8&dq=teachers+paid+in+1998+kenya&source=bl&ots=oX7Rs0wfqP&sig=3T_lIDExgXOPTvnyM1nTq6i0NXw&hl=en&sa=X&ved=0CEIQ6AEwB2oVChMI3fPGqK2ayAIV5ZpyCh2ZOg-P#v=onepage&q=teachers%20paid%20in%201998%20kenya&f=false
... [the ICC case] will be tried in Europe, where due procedure and expertise prevail.; ... Second-guessing Ocampo and fantasizing ..has obviously become a national pastime.- NattyDread

Too much writing.

Can you please just tell us the difference between 1998 and today? When I began reading it sounded like today. Nothing much has changed.

Well, you would need to be very patient. It's the Budget Speech by the then Finance Minister Nyachae. The interesting thing about that is the way the then opposition resorted to dirty tactics to prevent him from reading it.

Secondly, you would find him abrogating the agreement that Moi had entered with KNUT to pay up to 200% in salary and allowances to teachers over a five year period. Nyachae simply says there is no money to pay and precipitated another strike.

You would see a host of opposition MPs being thrown out of parliament by Francis Ole Kaparo. Back then he was a staunch KANU supporter and entertained no nonsense. He is now firmly in the TNA wing of URP.

Things on those lines .....
