Wanjiku has shown neither will nor interest to not be robbed.
That's pretty much the core of it. To put it in Dubya-language, here's Wanjiku's foremost concern: "
Is our people eating?". (Whether she herself ever sees even a crumb is probably a secondary matter.)
Let's look at it from the point of view of those who steal
big from the public coffers:
* They know that Kenyans admire and worship those with money, never mind how they got the money. Look at some of the people who are senators and governors!
* They know that only small thieves pay for their crimes. If you steal big---which means your collaborators are also big
and you can buy whatever---then there is not the slightest chance of any sort of
real prosecution.
* They know that if anyone with any sort of prosecutorial authority---or even any sort of authority at all---points out what is going on, then a cry of "
money has been poured to finish our people!" is enough. "Our people" will promptly do their best to get in the way.
Knowing all that, why should they change?
Kenyans actually have exactly the sort of politicians they deserve, the sort they elect every 5 years. They get disgusted with one lot, thrown them out, and then promptly replace them with a similar lot!
