An obvious EACC case.  While it's fair to say that money is gone.  That the ship has sailed.  It's a bit of a stretch to imagine that Waiguru had no idea that Ksh. 800 million from her docket was being stolen.  If that's the case, then she should be fired immediately.

It appears that changed somewhere along the way.  Either the theft happens afterwards, she is just plain incompetent, or she was lying to buy time. 

Most likely she was lying to try and find a way of not being investigated by EACC claiming to be the whistle-blower.  She tried to use CID and keep out EACC to construct a narrative favorable to herself.

All this is surprising, because EACC is just as useless as CID.

She was being a smart ass in a typical Kenyan way. She was employing fudging. This is how:

1. A sum of money (800M) is stolen
2. It is safely laundered
3. Then a similar amount (800M) is "attempted" stolen and deliberately "discovered" before the mission is completed
4. The focus is then on the latter without mentioning the former
5. The gullible would buy the LIE that no money was lost and the thieves can move on.

The VW CEO resigned because as he said, he did not know of the cheating scam which brought in to question his competence. Waiguru says she knew nothing about the thievery but considers herself competent enough to continue managing public finances. Remember she called the 800M "peanuts"!!!

Kenya is a funny place.   In normal places, serious crimes would be investigated and people prosecuted.      In Kenya, statements are recorded, and that's the end of it.   The amazing thing is that Kenyans meekly accept all of it---day after day ... year after year.   Always getting slapped in the face with a "mta do?" and always doing nada.     

Still, to be fair to Jubilee, they were never voted in on the basis of an ability to do anything or even on "promising ability".     Nor did issues such as character and integrity really concern any voter.   And they have had the "blessing" of a generally clueless Opposition: in the Waiguru case, this lot has not managed to come up with anything beyond "must step aside!" (repeat 1000 times).

The institutions in Kenya are little more than extortionist instruments.  The crimes you commit in government can be used against you to achieve political goals.  But they cannot get in you in real legal or moral trouble. 

You could end up recording a statement to the satisfaction of the average mwananchi.  More likely you'd just be having a cup of tea with Muhoro Ndegwa who might himself extort something from you.

That is how I can know the Ksh. 800 million is history.  Though it's kaput from wanjiku, you might see a mall here, a hotel there, as a result. 

The jubilant knows there is no real moral outrage from CORD, itself choke-full of thieves.  If you follow their complaint, it's more like jealousy that their thieves are being made to record statements and go through charades of trials.

The problem here as with other cases that involve high corruption in Kenya, is Uhuru's penchant to circle the wagons to protect those who further his narrow and selfish display of tribal atavism -- the Waigurus, Getongas, and Wanjigis of the world [the Kamanis are dispensable]. It is patently clear that Uhuru is the captain at the helm of the ship MV Corruption Kenya, and Waiguru a very loyal deck hand.

* The fact that Uhuru doesn't personally soil his hands in corrupt deals does not make him any less corrupt than the aggrandizing Ruto[that's were the hapless CORD lose the plot]. One is the captain, the other the navigator.

In every major corruption scandal since the Jubilee administration came to office, who or what is the constant or common denominator? I have never understood the opposition's fixation with Ruto and their vacuously childish epithets such as arap Mashamba or arap Kalasingha, etc. Meanwhile, the real corrupt fella sits pretty at State House with a cordon protecting his partners in crime.
