Everything thing got devolved..including bad manners and corruption. But in counties the scoundrels cannot ran and hide behind the tribe. They'll be held accountable by voters. This will damage lusaka.

Additionally what the Ken Lusakas do in Bungoma, stays there without directly impacting someone in a place like Muranga for instance and vice versa.  This type of behavior argues for stronger devolution.  Someone out of the 47 is bound to get something right and hopefully it spreads.

Precisely. Devolution should be the single most important issue...if it wasn't for a few (all) idiotic mps across the political divide. If you look at voting records of kenyans..at MP level..they have been pretty ruthless...kicking 70% of mp every election since 63.

This will keep counties on their toes.
Here is how it should work:
Central govt. dishes out out shs1,000 for a project.
if an audit reveals shs 500 was not accounted for county pays the 500, or the next payment should be minus 500.
case closed. No questions asked.
Thats how we do it in USA.

How about investigating the beneficiaries? They know a wheelbarrow shouldn't cost 109K. They should have alerted someone.
