One thing that I have come to appreciate in America is public participation in public policy. Even a simple thing as improvemet to a local park is debated vigorously. Eventually, it brings out good policy. Naysayers are able to bring their thoughts to the discussion table, and policy makers incorporate the good and the bad to create what people want. Kiai was instrumental in launching this type of policy making in Kenya and now he is spreading it to other parts of Africa. When you have a good thing, you sell it and good people will buy it.
