There is no democracy in Rwanda. If there were, Kagame would not be President. Kagame rigs elections every election cycle. He knows it and so the so called observers who give it a thumps up every time.
The situation will carry on for a few years and then there will be a change over to the Hutus. The change will be violent and will lead to the same dispersal of Tutsis.
I think a non traditional solution should be found. The Tutsi are already settled in DRC as the Banyamulenge. DRC should be persuaded to curve out an autonomous region for them and have all the Tutsis granted the right to settle. Those in Burundi can be encouraged to go there. The Rwandese Tutsis can await the next coup.
The Majority hutu in Burundi and Majority Hutu in Rwanda can then live in the remaining poverty.
I hear people hoping aloud that Nkurunziza would surrender power. Whose power? Nkurunziza is not holding power for himself. He represent the Hutu. He hold the power on their behalf. They have seen years of Tutsi domination and coups. They waited long enough to lay their hands on the army and they have. There is no way they would surrender that power and suffer another five decades under Tutsis.
What is motivating Kagame to stay in power is exactly what is pushing Nkurunziza to stay in power as well. If you tell Nkurunziza to allow democracy, he says to himself: Tutsi propaganda. And he could be right, who knows?
