"Driven by public demand"! When did the CS do a referedum or an opinion poll asking the public of what they want?
BTW consulting 2 governors out of 47 is enough to make the claim that you consulted governors. There is a governors council with a chairman. Why did you not consult that body?
What is a "procuring service"?

I don't see any problem with National or County gov butt-in any of gov 47 services as long as there is no corruption. Counties do not need permission to improve schools although it's a national function. The same with Macharia.

The focus need to be on whether the deal is above board or not. Did we get value for money. Counties do not need to sign if they don't need it.

I totally dissagree with you. CS Macharia has no right to plan the finances of the counties even under the guise of "public demand".
When you write "counies do not need permission to improve schools" that is right but they do it with their own finances. I would not had a problem with the whole scheme had the national govt footed the bill with its own cash. Now the counties are cough over 90M Ksh per year for equipment that will go to two hospitals in the county. Some of these hospitals already have the same equipment and others do not even have the infrastructure not to mention the personel to maintain and run such equipment.

They don't have to sign up. Counties that feel strongly they don't need....are not been dragged and forced to sign. Some have refused. Some have accepted.

From what I read the deal is good because the top manufacturers like General Electric would not agree to sign deal with little counties...so GoK has to step in so we get 36B worth of services from the world truly top class medical manufacturers.

County and National money is public money and for me the same standard need to apply....there should be no corruption...no wastage/

MP need to keep that in focus. Otherwise it is agreed that cancer is no 3 killer now and we need these equipment in mashinani...dialysis/radiology services..

Let us not be rigid. At some point if Counties cannot ran the health services...we should be flexible to move that out. It will be a big shame....but counties have to shape up. They have to treat esp doctors very well.

For now it would seem we need to re-look health..perhaps split doctors and human resources and have it national....and perhaps keep level 5 out counties..and have those national...because in any case most patient from bomet end up in eldoret Moi refferal or Kisii level 5 or KNH.

Bottom-line. No need for entrenched position if all of us are looking for the same thing. To improve the health of kenyans.

How about the kind of uninformed pressure of the type Your governor is subjected to. Gideon Mung'aro was paid to go around telling people in Kilifi that the Governor was refusing "free" equipment bought by Government while people are dying. The Governor signed the deal.

Some of the counties will end up spending a huge chunk of their budget on these things. The wanainchi now being used to apply pressure to govs. will not understand why they are in the deep. Even if they eventually dom it will be too late.

That is part of job for the governor and for Uhuruto. They are politician cum public servant. Part of job for Uhuru is to engaage in politics. Obama does the same. If the deal is really bad..no pressure from Mungaro will make me sign it.

Governor should explain to his people why the deal is bad...by showing what they can do with 90m per annum.

But if all they can do with 90M..is to eat it up...then I had rather we pay General Electric.

Caveat: I think I trust the CS Macharia. He one of private sector fellows who I regard highly considering how he ran NIC.But so was Kidero before he felled down Mumias. Of course his father stole money to build their family empire.

Who told you such a fairy tales? GE has been in Kenya all these years and many hospitals public and private hospitals have the equipment.
Most big manufacturers are either physically present or have dealers in Kenya. Till today the governors do not know the contents of the contracts the national govt signed with the medical suppliers. Why hide a contract which is "above board"?

The negro macharia has a chance to demonstrate the deal is clean.
