I don't think Ruto uses MPs as a ground barometer. It's just a front - while on the ground he uses goodies - which is partly effective.
The trouble with his strategy is that MPs can be induced with hard,cold cash. Goodies are not scalable so ground is hard to crack.

Now he has something called Nyota for youth - on top of youth fund - but can only afford 100k youths out of millions.

I am not sold about UDA leading in Mbeere but we will see soon.
