It would take one hell of a dictator to keep it together.  I think free movement of peoples is doable though.  Apart from Ethiopia, everything in Eastern Africa is a colonial artifact.

There are some things that will vanish.

I can see all sudanese moving to "Kenya" while Kenyans move to SS and TZ to get cheap fertile land.

Ethiopians will help end corruption with their discipline and if the rest play games, they will produce that dictator.
