The majority of teenagers (15-18) in the USA are virgins, andfewer begin having sex at ages 17 to 18, partly due to the crackdown on alcohol and drugs. Selling or even giving alcohol to someone under 21 in the USA is an automatic misdemeanour offence that comes with prison, heavy fines, and loss of alcohol licence to businesses. In almost all jurisdictions, it is classified as a felony with mandatory sentences, leaving judges no discretion but to impose the minimum required penalties on offenders. If Kenya was to implement such a law and stick with it the same way the USA has done for decades, Kenya's GDP would grow by almost 5 percentage points. Gambling, teenage pregnancies, addiction, and morality, especially around sex, would all be cut to single digits.
A country can regulate alcohol effectively to also ensure fake alcohol cannot penetrate society. Apparently petro stations, supermarkets, and street places where alcohol is delivered are conduits of fake spirits and other alcoholic drinks. Specific places like Bars where the Kenya Bureau of standards and the government can conduct proper inspection/management, are the best places to start.
