If I was to bet, I'd point to those desperate people as well. IG Lagat, Murkomen and Kales in security sector are men of High Integrity and rule of law. let IPOA investigation begin and will shed some light on it. Talam and Lagat are at arm's length. So long as they both deny deny they could in fact get away with it as their orders were verbal no paper trail.

BUT - if the DPP cuts a deal with Mukhwana and Talam as state witnesses Lagat goose is cooked. This would be in fact the best solution here: the big fish serves as the best example not to abuse power and misuse junior officers.
