1. Tech capacity
2. Capital -

You cant compare Rwanda deal with Adani . Further more Kenya had gotten a better deal from the same investors who went to Rwanda only for Uhuru and Ruto to refuse the deal back in 2014.
We said here Rutos was trying to trying to solve his economic mess using politics and it wont work .
Rutos government just looks like Moi government of 90s .He wont manage to achieve anything at this rate , bad economy,  bad politics , bad foreign policy bad eveything.
