The Ethics and Anti-Corruption Commission has launched investigations on the misappropriation of funds by Narok county government. Led by Chairperson Mumo Matemo the commission met with local administrators and political leaders. During the meeting Matemo indicated that his office had received a number of complaints concerning revenue collection from the Maasai Mara game reserve. The auditor general, Edward Ouko who accompanied the EACC chairman said the Narok county government needs to be accountable for the monies collected from the game reserve.

My 25 cents: I think the Auditor General should not be conducting his work jointly with the Anti- Corruption. His role should remain independent and not appear pre-conceived. He should audit the County and then if he finds errors and omissions that seem to disclose corruption or legality, alert the right officials via his reports.

This new approach where he goes top places sniffing for corruption is close to illegal and will ultimately cost him the neutrality he needs to do his work.

If you note what I have written below, I find the investigation flawed and potentially illegal. The Auditor General (AG) is supposed to be neutral. His is NOT a criminal investigation. He shall look in to the income and expenditure's integrity and report on it with his recommendations.

This is nothing but the dominant Purko still smarting from their lose to Ole Tunai who comes from a small clan (Siria) thanks to a merger with Kipsigis.That really hurt them more than any of so called corruption.The Purkos have yet to accept they lost the governorship.

That is the underr-current of all the makelele in Narok from day one.

The governor cannot be removed through street demos and petition organized by SENATOR and MPS. That Senator and MPS have completely lost their focus...which is to keep the NATIONAL GOV in CHECK.

The county assembly of Narok and MCAS job is to keep Ole Tunai and County gov in CHECK.

I also agree with those who find fault with Auditor General working with EACC. It doesn't work that way.

Thanks for the perspective. This is the reason we need to start thinking about modernizing our electoral systems instead of keeping old practices that provide advantages to one group and disadvantage another. We have stuck to this First past the pole system for too long when all studies show it as having serious distortions of democracy and ultimately frustrating the voters.

While we know that some voters going to the urn will be disappointed, the human mind is such that no person goes to cast a vote to lose or watch his/ her candidate lose. A system that allows the vote of this person to largely count is most desirable.

So far Proportional Representation has proved to be more effective at equalizing voters and voters than the Winner-Takes-All method.

I understand that there has to be one governor. However PR would ensure that all the various voting interests are represented in the County Assembly.

That said, there is a deficit of knowledge about Devolution. The civic education carried out apart from being a cash cow for well connected individuals failed to impart the desired knowledge. I don't buy the claim by some Kenyans that Maasai are "backward" and therefore are prone to misunderstand certain tenets of law. I never met more politically savvy people anywhere in Kenya. I label this willful stupidity for the sake of subjugating the law. They need to understand that they will ruin their own county.

There is an irony here that made me laugh my ribs broken. ALL these MPs supported the amendment that granted Nkaissery the power to ban rallies and by that opened the door to their current problems. They are the FIRST to benefit from the law they enacted!

Protestors in Narok county blocked  on Wednesday night blocked roads in the area after Senator Stephen Ole Ntutu and four legislators were earlier arrested over demonstrations that occurred on Monday.

The protestors  who were armed with sticks and arrows blocked the road in Ololunga area and another in Katagala for more than two hours over the arrests.

They accused the government of victimizing Narok residents by arresting their leaders and vowed to continue blocking the roads until the leaders were released. Police had to fire tear gas at the protestors to disperse them.

The officers are currently paroling the town and are escorting motorists, some of whom had their vehicles damaged by the protestors.

Narok Senator Ole Ntutu and four area MPs are currently being held at the Muthaiga Police Station after they were arrested for leading protests against the leadership of Governor Samuel Tumai.

Ntutu and MPs Moitalel ole Kenta (Narok North), Patrick Ntutu (Narok West), Johana Ngeno (Emurua Dikirr) and Korei ole Lemein (Narok South), were arrested after they recorded statements at the CID headquarters over the incident.

Lawyer Martin Kamwaro who is acting for Senator Ole Ntutu and the MPs, told journalists outside the CID headquarters that the leaders are expected in court tomorrow where they will be charged with incitement to violence.

The leaders had led protestors in Narok town seeking to remove Governor Samuel Tunai from office over corruption allegations.

Interior CS Joseph Nkaissery said on Monday that the leaders who led the demonstrations will be held responsible for holding the protest despite a directive from the CS barring any demonstrations or rallies in the area.

During the demonstration in which one person was killed and several others were injured, the leaders and protesters attempted to evict Tunai from office due to corruption allegations against him. Tunai is said to have squandered community funds.

He was given 21 days to respond to the accusations or the leaders would petition President Uhuru Kenyatta to dissolve the county government.

The protests went on despite a directive from Interior CS Joseph Nkaissery warning against the demonstrations on Sunday.

Emurua Dikirr MP Ngeno and his Narok West counterpart Ntutu, accused Nkaissery of being used by the state to suppress the rights of the Maasai community.

The Colonial government created this law. In 1963 it was among the first to go. Then Tom Mboya and Kenyatta brought it back in 1966 to lock up KPU leadership. Moi would use it effectively against Kiuks and Luos until 1997 when he saw that he was leaving power and sought to deny his successors a lethal weapon. Using the IPPG he had many of these laws repealed. Kibaki having headed the IPPG move kept away from those laws perhaps also realizing they could be abused. I credit Murungi with the decision not to bring them back.

We know how easy it was to convince Uhuru to reenact them. Uhuru has been absent from the scene from birth. He has no idea what those laws can do. Should he leave office to a hostile President, he would live to regret these laws. I shall be laughing all the way.

people have lost faith in the judiciary and other institution that are supposed to handle these issues. Tunai is a hard headed 'maafaka' it is his way or the highway, he will not listen, i wonder how income from mara has tripled when tourism is down all over the country........ so unless someone high up intervene i worry more people will have to die. Nkaissery is not an impartial arbiter he has taken sides.

Nkaiserry has a big ego and that will not work with Maasais. Using law enforcement to settle disputes is not a good trend. Protesting is a right, cant cancel a right.

Indeed.  This is a tip of the iceberg.  Devolution is a good thing.  But in Kenya, it is little more than a devolution of eating. 

Counties need real autonomy.  That way Narok can sort out its local issues without inteference from the National government.
