Kibaki never increased taxes, just made their collection & use of EXISTING taxes more efficient. His legacy as far as economic wellbeing of Kenya goes, is assured. I have supported house levy since forever - and called for gov to go into real estate for 20yr or more.

Again this is not TAX - this is forced saving scheme.
