It was this general disillusionment that opened the way for a new type of political coalition in the name of the NCEC led by people whose main attraction was professionalism and lack of interests in holding political office. As the NCEC became an alternative centre of authority in the public mind in competition with the political class, fear spread across the political spectrum. This was the IPPG set of resolutions that were hurriedly lumped together to enable the politicians to hold on to their followers as they went into the 1997 election. The IPPG was therefore not a genuine thing, simply a patchwork that could not last but one that succeeded in diverting attention and enabled Moi to go ahead and win the 1997 general election after which a more systematic political coalition with selected political parties could be organised. Two opposition parties were competing to be co-opted into the KANU web. These were FORD-Kenya, led by Kijana Wamalwa and NDP led by Raila Odinga. Wamalwa had been Jaramogi's deputy but Raila had been Jaramogi's biological son and they were competing to continue with Jaramogi's cooperation with Moi. Moi's pleasant problem was to decide which of these two he should favour and he leaned on Raila. A new, more intense and serious political coalition developed through which NDP could be trusted to defend and promote the KANU agenda while claiming to be an opposition party. There were numerous little rewards for this cooperation including the post of Deputy Speaker, appointments to assorted offices, and accompanying the president in various local and foreign trips. The big reward was the appointment of Raila into the cabinet so that he can articulate government policies with some stamp of authority

They two are NOT related.
Co-operation was totally different from IPPG
Opposition led by Raila & Kibaki wanted constitutional reforms - overhaul constitution.
Moi short-circuited them with help of small parties led by Anyona pursued - minimal reforms - through inter-party parliament process.
Eventually these were passed by parliament.

This what Ruto is proposing - IPPG like process. NOT Co-operation.

Outcome will be change of laws - mostly on recruiting IEBC and of course Ruto constitutional amendments.
Outcome of cooperation is being co-opted into gov.

Exactly what I said at the beginning, Ruto should not accept a Handshake . He can take Raila to a wild goose chase but he shouldnt accept a handshake . Majority of Kenya kwanza youth are baying for Uhurus blood because of the handshake . I was pleasantly suprised the hate of Uhuru is so entrenched in GEMAs youth that another handshake will just be a bitter pill to swallow for them.
Having said that the pipe dream of Ruto alienating GEMA in hopes he can acquire Luo Nyanza has just gone through the drains .
If Ruto attempts that he will receive the same backlash  Uhuru receive after the handshake .

ODM leader Raila Odinga has listed conditions even as he readies himself for a dialogue with President William Ruto.

The ODM leader on Sunday called off the mass protests in a move he said reciprocated President Ruto's gesture.

But even as he showed commitment to dialogue, Raila warned that the demos might resume after a week if no meaningful progress is made in the next week.

Among the conditions, Raila wants to consider is the release of those arrested as a result of holding peaceful protests as well as the ending of court cases facing Azimio supporters over their peaceful protests.

'In accepting the call for dialogue, we ask that all arrests and prosecutions related to our demonstrations be stopped with immediate effect," he said.


At the same time, Raila said discussions on issues raised should fasten and begin as quickly as possible.

"We agree that a balanced parliamentary process co-chaired by both sides and backed by experts from outside should proceed," he noted.

"In our view, this committee must be composed with immediate effect with strict deadlines for resolving the crisis facing the country."


At the same time, Raila also reiterated that the four commissioners who resigned and kicked out of the office to be reinstated.

"We do not want to see the 4 commissioners who had said no to be sacrificed. We want those commissioners to be reinstated so that we can be able to move in as a country in one and a united way," he said.

The demand are nonsense. Raila should allow parliamentary constitution ammendments as proposed by Ruto.Pass them and get job to be official opposition leader...try to get few prados and outriders.Try to get one or two cherror in IEBC. That will be a good deal.

You're scared of things that will never happen...Handshake is almost betraying everyone who voted Ruto..it will never happen..but its foolish to totally refuse to talk on some issues.Ruto can talk as long as handshake is out of question.
