It VERY LEGAL for Treasury to Ask COB to release funds without budget lines.
The catch the COB must be satisfied with documentations.
That is the PROBLEM.
COB says in some instance - she asked Ukuru for invoices to match payment request - they were not forthcoming.

THAT IS THE DISPUTE.

SOME PAYMENTS WERE IRREGULARLY APPROVED WITHOUT REQUSITE DOCUMENTS like INVOICES matching them.

Maize - Yattan only had invoices of 400M - but wanted 4B released?
