Exactly .This root cause of our police rot.Its colonial relic.Its only in Africa. Elsewhere civil servants are local..Well known and are community pillars.Kenya is lucky to have chiefs and ass chief's who are local..this explains why chiefs and assistants can never be removed..because they are true pillars of law and order in their community

I am not speaking for 10 percent of us who got out village moron..90 percent of my village folks are stuck there.Learn think beyond yourself kumpavu.You have very low IQ if you can't think beyond your nose.In my entire village we are less than 5 who married non kipsigis.90 percent married from the constituency. My three sisters married within 10km..and so did my brother. My maternal grandparents are 5kms away.My farher relocated 80kms away and married in next village. Most people married from same or next village. Why would you bring a teacher or policeman from next county or worse from mandera.Village and family harmony is foundation of strong nation..a police man from our village cannot mistreat anyone because we are either relatives or friends.village will support the police arrest any thug like they do chiefs and ass chiefs

life is complex and sometimes there are No easy solutions but hard decisions to be made for common good. for example the reasons why kiambu had very low test scores during moi time was because teachers were locals. these teachers were not accountable to anyone. As soon as tsc busted the union during kibaki regime Reforms were made and most of these local deadwoods were retired or reassigned. now in my local primary principals and teachers are posted from all over. before they get too conformable they get reassigned. the model now is produce results or you go

the problem with ruto is that he is ignoring institutions and issuing populist roadside executive orders. he is about to wreck education because he is a simple minded fool
