Your question is answered here , only locking and executing past perpetrators like some other countries do can stop it . However that wont happen as predicted earlier ( even when the Pundits were saying Uhuru will find himself in jail or go to exile) , simply because the current administration would find themselves in the same shoes once out of power. You cant start a precedent which later will come and eat you  too. Now as to getting at financial empire that is bound to happen like it happened to GEMA  elite once  Moi came to power and Kalenjin elite once Kibaki came to power. New Money will try to take advantage and do as much and this includes taking share of the old money.
