First Xerson population even pre war times was about 280K , where did you get 600K ? Perhaps you are confusing Xerson city and Xerson Oblast . If thats the case Russian army still occupies a larger portion of Xerson Oblast they retreated from the the west side which is separated from the East side by Dnipr river
The reason of retreating was strategic .
They had intelligence Ukraine was planing to destroy khahovka resoivor which would have flooded west bank thus killing their soldiers and secondly this would have affected fresh water supply to Crimea a big reason why the special military operation started .
Ukraine had already bombed several bridges running through Dnipr river so affecting resupply lines to Russian troops in the westbank.
Now as for Soledar Bakhmut kramatorsk and Slovyansk . As Putin has mentioned already one of their main goal is liberating Donestk , Donestsk has already been incorporated in Russian Federation so it is part of Russia . Getting Soledar you get Bakhmut then you get Kramatorsk and Slovyansk with that you liberate the whole of Donestk .
When Ukraine come back to negotiate they will realise its a fait accompli for Donbass , zaporajijie and Xerson being a part of Russian federation.
