I think it depends on the host and the laws in the country where the servers are hosted.  Often a Whois search will give some hints if not outright information.  Why does Waiguru want to know the owners of the Daily post?

There is no guessing whoever own Daily Post is broke arse not worth sueing...even if they receive some ad dollars from Google.. Waiguri is being an taken for a ride by her lawyer. She will be billed more than what Daily Post is worth. Daily Post or any internet company can be registered anywhere. Least of all in Zamuda.
