It's doable. How long did it take to roll out mpesa? Offcourse initially  there will be some challenges but you keep on improving it. I think Meg white is whispering in Rutos ear. Good thing is that once you automate most functions and eliminate human touch, you cut out alot corruption and inefficiency.

He is throwing wild figures - most critical services are teaching, health and security.

You can only move records and processes not services. He is listening to too much noise.

In a society where most over 30s are still illiterate and with feature phones, some of these fads may sound good but nonsense.

How long does it take to manufacture/assemble mobile phones???? 6 months max. Once you establish supply chain for CCA and materials you good to go. Only handicap is chip shortage. Labor force is no big deal in kenya..you recruit graduates, train in 3 wks max and setup assembly lines within 1 - 3 months max. Speaking from experience boss setting up starts up.  Digitization will take time but if you have money you can recruit army of workforce...labor intensive.
Improve tax collections offcourse this will happen once he expand tax base.
200000 house in kenya can be done in a year. If every county gets 4500 houses that's 200K.  Adopt Chinese model cut down on building cost, establish govt backed mortgage then ramp up...its doable boss.

Yeah. Ruto is impatient and wants to fix things quickly, but he has inherited an absolute mess.  He needs to chill and sit down with Ndii and just be patient. Unfortunately, the mess he has been left with won't be fixed quickly. Uhuru must have really left him a complete disaster.  He needs to be patient and think through things. It's a mess.

No, Mr. Six months lies about everything! Can't help himself. Someone needs to tell him that he is President now and telling half-truths will just expose him badly - because the buck stops with him! He needed the lies to project 'hope to voters' when he was seeking the top seat. That is behind him now. Watch out, its what revolutions are made of.
