Drought is natural disaster. Nothing can prepare anyone for four years of failed rains. It should be treated as a disaster. Even if food is plentiful and cheap - the drought will have long devastated their source of livehood...either farming or livestock.
We need to improve our disaster management through quick cash transfers and such programs. Crop and livestock insurances need to be made complusory for these people.
Long term is to build more resilience - and move the younger folks away from agriculture to urban centers.
The urban poverty is lack of money. The rural is more drought.
Hunger is caused by poverty and distribution. People with money don't go hungry, so the biggest problem is poverty. Immediately what's needed is direct cash infusion, longterm the solution has to be increased productivity in agriculture.
