Yes disappointed. Unless they funded his campaign - I cannot understand.

Health care should be simple.

It start with NHIF...financing.

Otherwise they can build all shiny buildings - but without money - hospitals will struggle.

Counties should work with national gov to ensure everyone has NHIF cover.

Then I would even hand hospital to universities or mission hospitals to run them...let county supervise mission and even private contractors to run hospitals.

Use healthcare budget money to supplement slum dwellers NHIF cover.

Bure kabisa. On governors to watch I think Simba Arati is the man. So far very bold and decisive. I hope he surrounds himself with a team of good advisors.

arati can't tame some kisiis. they are very corrupt. he won't suceed. they will wear him down. my dad has stories of his jbank  inspection days in kisii. he would walk into some branches and all workers would run away leaving only a few honest ones. he tells a story of how a bank manager and cashiers collude.d to and stole from the bank then framed the guards. he was able to unravel the lie within several minutes of interviews but he had to personally overrule police to get the manager and his employees arrested. I have had the luxury of growing around Kisiis and their lies are so open and shameless. they can claim that their parent died twice within a few years. Anyway not all kisiis but the corrupt ones are very loud and powerful

Can a county form an HMO? All the public hospitals from village  dispensaries to level 4 hospitals to be run by one entity. The HMO would pay salaries purchase medicine, equipment etc  Create its own health insurance for residents, accept other insurance and obviously cash. Run properly it'd draw patients from other counties and also from private hospitals. They can even have private wing in hospitals. Just wondering....

MBWA style should be embraced by Hasla too. To assess progress of the county charters and the manifestos. Give the mic to village elders, market leaders, patients, farmers students just like Magufuli, ask questions and have the people appraise govt work, state their needs.

To check on insular psychopathic bureaucrats and govt officials should involve such and even public humiliation. They should work for the people.

They can. Right now each hospital or dispensary is run by some board or comittee. I dont think in any developed country we have this kind of situation. Hospital should be run by HMO or insurance or better yet universities. Something to free counties from managing drugs, nurses, doctors, etc.

If i was a governor - I would make each of those hospital - privately run or outsourced - and then use budget to get everyone NHIF cover. A county of 1 million people - have maybe 300K households - NHIF cover of 500 per month - 1.8B. That is about how much many spend on health budget and do a bad job at it.

Once everyone has NHIF cover - they can go to those former county hospital or private or missions. That 1.8B gone to NHIF will remove lots of headache running hospitals.

Just float a tender for someone to take up all county hospitals - run them - pay salaries - whatever - it doesnt matter - as long as each resident has NHIF. Many missions and churches will be happy to run those hospitals.

Not so sure about mandatory NHIF insurance, I'd would prefer HMO owned insurance and private insurance. The governor who will start an hmo or something similar will have cracked the health sector mess. Its analogous to the water companies that were formed by narc regime though obviously health is a more complex problem.

County should just sign MOU with NHIF - pay for every resident - give NHIF the hospitals to manage and run - give some to missions hospitals - or just make them private like water companies - give them autonomy- so each of those board can run, hire, equip and name it. They should expect zero funding from county gov. They run hospital - charge NHIF & other insurers - and that is done. They can approach donors on their own. They can take loans on their own. They will be private companies.

The county should simply register all those without NHIF - unemployed - and pay for them 300-500shs per month.

if someone can't afford 500 shs premium then I doubt there is any need to even insure them. the cost of billing and administrative cost involved in insurance for such exceeds the premium paid. just give the person emergency care and other free care. if they get a terminal ailment tough luck on them. they raise the funds or die

In a poor nation free Healthcare for bottom 25 percent is the only solution. nhif should be for the rest 75%. the top income earners should subsidize the care of the bottom 25%

NHIF is primary insurance - and eliminate the need for counties to run hospital - which all of them have failed. So they rather use the whole budget to suplement the poor to pay for NHIF - with NHIF - you fix many problems.

Anyway Ruto has promise to fix this -
