Yes I expect he will start with his; But gov has to start a program of buying land from the rich and redistributing land to the poor; otherwise he cannot sell to nothing.
Once kenya gov makes that land bank - where it will acquire land - and then sell it pole pole to the poor - in 20yr loan - then it will be easy to sort out land problems.
Then everyone with large land will be free to sell to gov.
