In the 2010 constitution, the President and deputy President constitutes The Presidency. The Deputy President thus has no budget. His expenditure is handled by the office of the President or more correctly the office of the Presidency. When Ruto did his America/UK visit, it was at the pleasure of the President okaying the funds.

Value of DP is just being in line in case something happens to incumbent. Also because President and DP are elected on the same ticket, the President cannot sack his DP.

The qualification for becoming deputy president in a 50% + 1 democracy is having over 1.5MN Votes and over 50MPs.

In short it says the DPORK MUST BE Luo,luhya, Kikuyu,Kalenjin or Kamba leader.

That means such a leader MUST get from 30% cabinet position.

If you show him disrepect of any kind by failure to FINANCE his political activities be it travel,security etc is a big political crime.

Such a crime means paralysing government business through parliament and lost votes in an election.
