Without being partisan...age cones with wisdom.a person should be given more responsibility as he progresses with biological age,political experience and personal skills...There are so many mistakes ruto rails moi uhuru made in their young age they wouldn't repeat now.

If you want to maintain status quo - go for old guys
If you want to try new ideas - go for  younger people.
I also believe young politician - take politics seriously - as it their only career.

When a young person gets power which equals money,The focus is having a home in Muthaiga or Karen,Many apartments and ranches,Drug abuse,Promiscuity.As a person ages,you desire these things less,talk less,get composed and live life as it should be.

Total experience she will have is more than 27yrs. Ruto is 55yrs but he has more than 30yrs experience in politics...therefore is ready for PORK.

Now compare say Owino who was police chief - now retired - goes to Siaya aged 65yrs - become Deputy Governor - by 70s - and by 80s - he is old and tired like Raila - sleeping in public. Of course he has experience managing police - but how much of that is relevant political experience to run politics? - less than 26yr old former MCA now women rep UDA of Nandi.
