It is the whole system and signals from the top. Once lowly officers are emboldened and protected to harass the deputy president and Mps, citizens can be brutalized with impunity. The outcry is mainly because they are university students from a well off family.

Training has been done - we need external ex-pat police - say we hire police officers from say Singapore or Australia to become senior expats - and to institute reforms.

We tried with Gen Ali and GSU - not much came out of it.

I think it's time we hired expats to help our police create a new modern force.

Also there are too many D minus in police forces - we should start hiring jobless graduates only - so we can start raising the average IQ of the average policeman.

The police force has to be localised. As Pundit has already mentioned, nobody will brutalise or kill one of their own. Kenya took over the colonial system of taking policemen to strange places they knew nothing about. The outcome is a no connection of the locals to the police force.
We would also solve the problem of housing for the police officers. They can be staying in their own houses and be reporting to their stations in the local area.

Makes a lot of sense and here we agree (surprise!). However, how do you handle a situation where "worriers" have come from the village with bows and arrows to protect high priest and the police are all locals?
